This is very definitely Liverpool Lime Street.

This photograph shows an Ex.LMSR `Jubilee` class locomotive No.45704 `Leviathan`,fitted with a Fowler high-sided tender,and probably bound for Leeds. The driver is using the locomotive sanding gear to assist the train in moving away.
